{ELI Students} The English Language Instruction (ELI) offers a comprehensive language training with courses at Low Beginning (Pre-ELI I), High Beginning (Pre-ELI II), Intermediate, High Intermediate, and Advanced levels. Classes are designated as either Academic Track or Continuing Education Track, with separate tuition and fee schedule for each.
Academic Track classes provide Intermediate and higher level students with instruction in reading, writing, grammar, and speaking skills and are required for students who intend to study in the college's academic programs. Successful completion of 82 level Academic Track courses qualifies an ESL student for entry into ENG 101 at the college. Academic Track courses are eligible for federal financial aid (FAFSA) and satisfy F-1 student visa requirements. Continuing Education classes are designed for students who do not have immediate plans to obtain a college degree, but would like to improve their English language skills for employment or personal enrichment goals. Continuing Education courses provide ESL instruction in conversation, reading, writing, and grammar. Fluency and TOEFL preparation classes are also offered. Financial aid is not available to study in Continuing Education courses. F-1 visa students may who register for Continuing Education classes must enroll for an 18-hour/week, intensive English program of study to satisfy F-1 student visa requirements. Courses are offered throughout the day and in the evening during Fall, Spring, and Summer semesters. Most ELI classes meet for a total of 3 credit hours (Academic Track courses) or 45 instructional hours (Continuing Education courses). Reading and Writing classes meet for a total of 90 hours/6 credits. Day classes meet one to three times per week. Evening classes meet one or two times a week. You may complete the college application online or in person, in the ELI Office, Harbor Campus, 710 E. Lombard Street, Room 68. The application processing fee is $10.
2. Take the LOEP Placement test: The test is administered regularly at the Business and Continuing Education Division (710 E. Lombard St., Room 60.) Please schedule your test appointment by calling 410-986-5462 or 410-986-5434.

Federal Financial Aid (FAFSA) Intermediate level students who plan to continue their education at the college may be eligible to apply for Financial Aid (FAFSA.) To qualify, a student must:
Although Financial Aid recipients are expected to enroll in a degree or certificate program at the College following preparatory ELI study in the Academic Track courses, some students may enroll in credit programs while concurrently studying in the ELI. A student advisor is on staff to assist students with the application process. Transfer from other Institutions Students who transfer from other institutions must take the ELI Placement Test to determine their current English proficiency level. The ELI reserves the right to deny entrance to individuals who lack adequate language proficiency. Students who receive Financial Aid from other institutions are responsible for listing BCCC on their Student Aid Report (SAR). The College code gives the Financial Aid Office access to students’ eligibility information. Students who received Maryland State Scholarship funds at their former school must contact the Maryland Office of Student Financial Assistance to arrange for transfer of their State Scholarship. International Student Assistance BCCC can issue I-20’s to eligible students. Students who enter the U.S. with B-1 or B-2 visitors’ visas after April 12, 2002 are eligible to change their status to F-1 student visa. However, they may not enroll in classes until their application for change of status has been approved by INS. Persons with F-1 student visas must enroll as full-time students in Academic Track ELI courses. Persons with other visa types may register on a part-time basis only. Please note that all fees are non-refundable. Continuing Education Track Refund Policy: You will receive 100% refund of fees and tuition if the program cancels your course, or if you officially withdraw from class before the first class meeting. There will be no refunds after class has begun, even if the student never attends class. Deferred Tuition Payment Students registered for 6 or more credits in Academic Track courses may choose to pay tuition in three payments. This is not a payment option for Summer semester. For deferred payment, the student signs an agreement with a Student Accounting representative. A $20 fee is charged for the service. Students are required to pay the first installment at the time of registration. Subsequent payments are due on the dates specified or finance charges will result. Deferred tuition payment is not an option for Continuing Education Track classes. |
