Position:
DIRECTOR, FINANCE
General Description:
The
Director of Finance is a senior member of the Financial Services
Department, with responsibilities to provide
and maintaining adequate financial
information and control systems to meet the budget and reporting
requirements of the College. The incumbent provides leadership, vision,
planning, and direction for the offices of Budget, Grants
Administration, and Payroll.
The
Director of Finance develops and
maintains the annual operating budget ($100 million) and provides
guidance to all units on campus in the development of their budgets and
management of their financial resources. The Director of Finance is
responsible for ensuring compliance of over $7 million in cost
reimbursable grants, $13 million Federal Financial Aid Assistance, and
$600,000 flat rate contracts.
The
Director of Finance is also responsible for the Payroll Office to ensure
efficient and effective delivery of services including oversight
responsibility for payment to 1,800 employees with a college-wide
personnel budget in excess of $48 million.
Minimum Requirements:
1.
Bachelor’s degree in Business, Accounting or Finance, plus a minimum of
7 years progressive, relevant work experience with a minimum of 2 years
direct management/ leadership experience.
2.
Working knowledge of technical and professional principles of
Accounting, including GAAP, GASB FASB, SAS, Circular OMB Circular A-21,
A-133 audit requirements, EDGAR and State and federal policies governing
grant awards.

Higher education experience preferred
3.
Ability to read and apply laws, procedures and regulations including
GAAP, FASB, and GAAP standards, to exercise both independent judgment
and a good understanding of established objectives and workings of the
organization in the interpretation of laws, the determination of a
course of action, and the identification of potential issues.
4.
Must have proficient computer skills, including MS Office software
applications (Word, PowerPoint, Excel, Projects, Access and Visio), in
addition to automated systems, especially those that relate to financial
and inventory management.
5.
Oversee the development and management of an effective planning and
budgeting process to support the College`s goals, including the annual
review of budget proposals, allocation of budgets, ongoing tracking and
reporting of results, comparisons to targets, and the development of
necessary analysis to support management decision making.
6.
Develop a framework and multiple guidelines for effective budget
controls and accountabilities for managers at each organizational
level.
7.
Advise the executive leadership, senior directors, and other managers on
budgetary matters.
8.
Serve as an effective resource to managers for interpreting financial
data and evaluating the financial
impact of alternatives and decisions.
