Community English as a Second Language

The Community ESL (CESL) Program in Baltimore City is dedicated to supporting adult English language learners by offering free, accessible, and welcoming English classes throughout the community.

Our courses serve adults with limited English proficiency or low literacy by strengthening their language skills, life competencies, and career readiness. Students receive comprehensive instruction in speaking, listening, reading, writing, and grammar, taught through real-life, workplace, and academic contexts.

New courses begin in January, March, April, July, August, October, and November, with options available in the morning, afternoon, and evening, offered in person and online. Classes are held at multiple community locations through partnerships with organizations across Baltimore City. The program primarily serves immigrant and refugee populations.

Our goals are to:

  • Empower immigrants and refugees with practical English skills for work, school, and daily life
  • Build language confidence in a supportive learning environment
  • Strengthening community connections through inclusive, cross-cultural programming
  • Combine English instruction with essential life skills and career pathways
  • Promote lifelong learning through connections to community resources and services
